Equipment Operator 1st Class Victor Bardos of the Republic of Philippines Navy Seabees (left) explains concrete finishing to Blackfoot, Idaho native Construction Mechanic 2nd Class Kyle Isom (right) at the Aplaya Elementary School project site. Isom is a member of the Naval Mobile Construction Battalion (NMCB) 5 Construction Civic Action Detail (CCAD) Philippines who are currently constructing a two-classroom masonry building for the Aplaya Elementary School. Seabees conduct CCAD operations like this one in order to demonstrate U.S. commitment, develop enduring relationships, improve public infrastructure for the delivery of essential services, and strengthen local institutions with host and partner nations around the world.
