Philippine Air Force Tech. Sgt. Justiniano Gonzales, crash fire rescue team leader, has participated in every Balikatan exercise since the exercise began in 1991. "Balikatan is very important to the people of the Philippines and the Armed Forces of the Philippines because we get to learn the different techniques, and we exchange knowledge with each other," Gonzales said. Balikatan 2013 is an annual Philippines-U.S. military bilateral training exercise and humanitarian assistance engagement.
