Ramon Fiel Abcede, left, U.S. Marine Maj. Gen. Richard Simcock, center, and Ann Ongjoco cut the opening ribbon May 14 during a dedication ceremony in Guinobatan, Albay province, Philippines. The ceremony was held to officially dedicate the class and comfort rooms built at Dona Mercedes Elementary School as a part of Exercise Balikatan. This year marks the 30th iteration of the exercise, which is an annual Philippines-U.S. military bilateral training exercise and humanitarian civic assistance engagement. Abcede is the regional director of Department of Education Region V, Simcock is the deputy commander of Marine Corps Forces Pacific, and Ongjoco is the municipal mayor of Guinobatan.
