U.S. Marine Maj. Gen. Richard Simcock gives his remarks during a dedication ceremony May 14 during Exercise Balikatan in Guinobatan, Albay province, Philippines. The ceremony was held to officially dedicate an elementary school room and a comfort room recently built at Dona Mercedes Elementary School to the Dona Mercedes Barangay in support of Balikatan. This year marks the 30th iteration of the exercise, which is an annual Philippines-U.S. military bilateral training exercise and humanitarian civic assistance engagement.
