An international effort has been mounted to provide relief and development assistance to the victims of the savage drought that has brought distress to the sub-Sahara countries of Africa. The United States, through the Agency for International Development, is participating in a Recovery and Rehabilitation program aimed at providing the basis for social and economic development of the area, known as the Sahel. AID's assistance includes health and nutrition projects; agriculture and livestock production; water management; transportation and reforestation activities, as well as emergency relief. Among the transportation problems of the Sahel are limited port facilities. At Noakchott, Mauritania, stevedores are transported from wharf to barge and back again by loading nets. Ships anchored in the unprotected waters are in the background.
