Members of the Phoenix Fire Department drill holes into pavement in order to construct supports in order to safely access victim mannequins buried inside a simulated collapsed building at the old Phoenix Fire Training Academy during Vigilant Guard, Nov. 3. Vigilant Guard is an exercise to train, test and evaluate the preparedness of state and federal agencies in the event of an emergency Oct. 31- Nov. 7. The rubble pile took approximately two and a half weeks to construct and has many challenges built into it for responders to overcome. Life-like manikins are buried under massive amounts of rubble and other obstacles inside the collapsed office building.
