Members of local fire departments push heavy obstacles out of the way in order to access victim mannequins buried under rubble inside a concrete tube at the old Phoenix Fire Training Academy during Vigilant Guard here, Nov. 3. Vigilant Guard is an exercise to train, test and evaluate the preparedness of state and federal agencies in the event of an emergency Oct. 31 - Nov. 7. The site took approximately two and a half weeks to construct and has many challenges built into it for responders to overcome.
