Members of the Mesa Fire Department attach pre-made supports onto a simulated collapsed office building built out of connex boxes and debris in order to safely access victim manikins trapped inside at the old Phoenix Fire Training Academy during Vigilant Guard, Nov. 3. Vigilant Guard is an exercise to train, test and evaluate the preparedness of state and federal agencies in the event of an emergency Oct. 31- Nov. 7. The site took approximately two and a half weeks to construct and has many challenges built into it for responders to overcome.
