Members of the Phoenix Fire Department hammer rebar into pavement in order to construct supports for a simulated collapsed office building to safely access victim manikins buried inside at the old Phoenix Fire Training Academy here Vigilant Guard here, Nov. 3. Vigilant Guard is an exercise to train, test and evaluate the preparedness of state and federal agencies in the event of an emergency Oct. 31- Nov. 7. The site took approximately two and a half weeks to construct and has many challenges built into it for responders to overcome.
