Mr. Gilbert Cisneros, Under Secretary of Defense for Personnel and Readiness, delivers his keynote speech during the annual Secretary of Defense Employer Support Freedom Award recognition ceremony held Aug. 30 at the Pentagon in Washington, D.C.
