FINEGAYAN, Guam (Jan. 22, 2025) - Capt. Blake Burket, the commanding officer of the Office in Charge of Construction (OICC) uses a flashlight to check the installation quality of ductwork in a building on Marine Corps Base Camp Blaz.
Before a building can be delivered to the end user, OICC MCM staff enter an extensive closeout phase known as the 'Red Zone'. The Red Zone phase is a collaborative process between contractors, sub-contractors, and construction managers. In the Red Zone, contractors, engineers, and experts from key aspects of the building design will walk the project site together to check their work. The collaboration helps to ensure the construction contract specifications have been met and resolve any issues.
