Perched on the slope of Mount Washington, a bird of prey watches a train traveling along the Monongahela River and under the Fort Pitt Bridge in Pittsburgh, Jan. 24, 2025. Although on this frosty day, no towboats are navigating the Monongahela River, the train is a reminder that one cargo barge carries as much bulk commodities as 16 bulk rail cars and 70 tractor-trailer trucks. Inland navigation is more efficient, environmentally sound, and safer for the public than rail or road bulk transportation. The U.S. Army Corps of Engineers Pittsburgh District, known as the Headwaters of the Ohio, is responsible for operating 23 navigable locks and dams on the Allegheny, Monongahela, and Ohio rivers, as well as managing 16 reservoirs throughout the region.
