Although on this frosty January day in Pittsburgh, no towboats are navigating the Allegheny River, pictured to the far left, the Monongahela River, on the right, and the Ohio River, in the center, the train tracks are a reminder that one cargo barge carries as much bulk commodities as 16 bulk rail cars and 70 tractor-trailer trucks. Inland navigation is more efficient, environmentally sound, and safer for the public than rail or road bulk transportation. The U.S. Army Corps of Engineers Pittsburgh District, known as the Headwaters of the Ohio, is responsible for operating 23 navigable locks and dams on the Allegheny, Monongahela, and Ohio rivers, as well as managing 16 reservoirs throughout the region.
