Inland navigation is more efficient, environmentally sound, and safer for the public than rail or road bulk transportation. The U.S. Army Corps of Engineers Pittsburgh District, known as the Headwaters of the Ohio, is responsible for operating 23 navigable locks and dams on the Allegheny, Monongahela, and Ohio rivers, as well as managing 16 reservoirs throughout the region.
