Ice and snow cover the dormant fountain at Point State Park on a frosty day in Pittsburgh, Jan. 24, 2025. Although no towboats are navigating the Allegheny River, pictured top, and the Monongahela River, on the bottom, one cargo barge carries as much bulk commodities as 16 bulk rail cars and 70 tractor-trailer trucks. Inland navigation is more efficient, environmentally sound, and safer for the public than rail or road bulk transportation. The U.S. Army Corps of Engineers Pittsburgh District, known as the Headwaters of the Ohio, is responsible for operating 23 navigable locks and dams on the Allegheny, Monongahela, and Ohio rivers, as well as managing 16 reservoirs throughout the region.
