In the early morning of Monday, Dec. 16, 2019, NC National Guard’s Joint Force Headquarters “big voice” announcement system loudly stated “Exercise, Exercise, Exercise….Active Shooter drill has begun…The headquarters and surrounding facility is now in lockdown.. All Wardens report into Joint Operations Center (JOC) via radio.”
Within 90 seconds of the simulated active shooter gunshots being reported, the Joint Force Headquarters Security Response Team (SRT) sprang into action and moved to the location of the incident.
With coordination from the JFHQ Provost Marshal, NC Army National Guard Maj. David Parks, the JOC the State Highway Patrol, Raleigh Capitol Police, Raleigh Fire Department, and local EMS were alerted and dispatched teams to JFHQ.
“This exercise has been in the making for over six months,” said lead planner Stephen Minnick. “We did an active shooter tabletop exercise about a year ago and now we are moving to the “walk phase” with the hopes that next year we will conduct a similar event at the main JFHQ building which is a much larger facility with many more employees involved.”
Within no time, an Incident Command Post (ICP) was established by the JFHQ Provost Marshall to manage the event and meet the needs of responders and to act with a common purpose and objective.
The State Highway Patrol (SHP) linked up at the ICP and began directing their armed security team into the building to locate the shooter, identify any injured persons in the building and assess the situation.
They found the exercise role-player shooter unconscious with a simulated self-inflicted gunshot wound to the head and multiple victims in the hallways with various injuries.
EMS and firefighters moved in next with the State Capitol Police and SHP protection and triaged the wounded, eventually moving all to a safe location for further medical treatment.
Raleigh Battalion Fire Chief, Chris Gibbons said, “With recent real-world incidents across the country, and here last week in Wake Forest (Bogus 911 calls of an active shooter incident), being able to run through our procedures and incorporate partners is extremely beneficial to all involved.”
The exercise was completed within 1 hour of its initiation.
