Army Brig. Gen. Deborah L. Kotulich, commanding general, 143d Sustainment Command (Expeditionary), expresses her condolences to the hundreds of friends, families and service members gathered to pay their respects to Army Maj. Gen. Francisco A. Espaillat during a memorial service conducted April 14, 2017, at the First United Methodist Church in Oviedo, Fla. Espaillat, who died April 7, served as the commanding general of the 143d ESC from 2014-2016 before transferring to Ft.
