    181130-N-ID678-0007 November 30, 2018 Annapolis MD, Vice Admiral Walter E. “Ted” Carter, 62nd Superintendent of the United States Naval Academy, signs the I beam during the topping out ceremony which will be part of the top floor of Hopper Hall. The practice of topping out a building with an evergreen tree on the peak is a Scandinavian or Viking tradition and is commonly used to celebrate the completion of the major structural components of a building. Hopper Hall will include classrooms, teaching and research laboratories, lecture halls, offices, multi-purpose space, an observatory, loading dock, and research and testing tank in support of the engineering and weapons labs.
