181130-N-ID678-0019 ANNAPOLIS Md, (Nov 30, 2018). Vice Adm. Ted Carter, 62nd Superintendent of the United States Naval Academy meets with Kevin McDermott, Safety Manager Turner Construction, during the topping out ceremony of Hopper Hall. The practice of topping out a building with an evergreen tree on the peak is a Scandinavian or Viking tradition and is commonly used to celebrate the completion of the top floor of a building. Once completed, Hopper Hall will include classrooms, teaching and research laboratories, lecture halls, offices, multi-purpose space, an observatory, loading dock, and research and testing tank in support of the engineering and weapons labs.
