ANNAPOLIS, Md. (July 26, 2019) Under Secretary of the Navy Thomas Modly addresses guests during the U.S. Naval Academy’s change of command ceremony where 62nd Superintendent Vice Adm. Walter E. “Ted” Carter Jr. was properly relieved by Vice Adm. Sean S. Buck. A decorated naval flight officer who began his career at the Naval Academy July 6, 1977, Carter is retiring after 38 years of active duty naval service.
