U.S. Army Spc. Kelli Helfinstine, veterinarian technician for 448th Civil Affairs Battalion Functional Specialty Cell, assists a Community Animal Health Worker sign-in for the Veterinarian Civic Action Program at St. Kizito Hospital training facility here, April 24. The VETCAP is a two week training program where information is exchanged on veterinary public health in support of Combined Joint Task Force - Horn of Africa's overall mission in East Africa. The focus is to develop the district veterinary office's ability to identify and conduct surveillance of significant livestock diseases in the area through CAHW training.
