Col. Phillip Borders, commander of the U. S. Army Corps of Engineers - Alaska District, discusses the design and construction of the alternate care facility at the Alaska Airlines Center with representatives of the University of Alaska Anchorage on April 15 in Anchorage. To help the state with its fight against COVID-19, the Corps is executing a mission assignment from the Federal Emergency Management Agency that is focused on addressing a possible shortage of medical facilities in Alaska.
