GROTON, Conn. (Oct. 29, 2016) Chief of Naval Operations Adm. John Richardson delivers the principal address at the commissioning ceremony for the Navy's newest fast attack submarine, USS Illinois (SSN 786) at Naval Submarine Base New London in Groton, Conn. Illinois is the 13th Virginia-class fast attack submarine and the third Virginia-class block III submarine.
