U.S. Navy Petty Officer 2nd Class Theodore Farrell, corpsman with Headquarters Company, Task Force Koa Moana 16-4, applies plaster to a wall alongside an engineer with the Vanuatu Mobile Force during an Engineer Civil Assistance Project at a local clinic in Port Vila, Vanuatu, Oct. 26, 2016.
