Oregon Army National Guard Lt. Col. Sung Yoon Ji, the lead for the Oregon National Guard’s U.S. delegation for the Disaster Management Engagement Activity (DMEA), exchanges handshakes with a member of the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM) ahead of the engagement’s opening ceremony in Hai Phong, Vietnam, May 15, 2023. The Oregon National Guard’s delegation included personnel not only organic to their own organization, but also personnel from the Oregon Department of Public Safety, Standards and Training, U.S. Army Reserve, Pacific Disaster Center, USAID, U.S. Coast Guard and the Center for Excellence – Disaster Management & Humanitarian Assistance. The Oregon National Guard and VINASARCOM were paired in 2012 as part of the National Guard’s State Partnership Program (SPP). The SPP directly supports both U.S. national interests and security cooperation goals through engagement with partner nations.
