Mr. Tien, Department of Agriculture and Rural Development under the Hai Phong City People’s Committee, briefs delegations from the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM) and the Oregon National Guard U.S. delegation during the first day of the Disaster Management Engagement Activity (DMEA) in Hai Phong, Vietnam on May 15, 2023. The 5-day DMEA event seeks to share best practices from both countries in regards to disaster response. During his remarks, Mr. Tien highlighted the advantages of Hai Phong’s industry and sea port, but also its vulnerability to natural disasters such as typhoons, floods, high tides due to its location at the mouth of the Red River delta. The Hai Phong City People’s Committee seeks to not only protect people and property, said Tien, but also to minimize damage and ensure socio-economic development. The Oregon National Guard and VINASARCOM became partners through the National Guard’s State Partnership Program in 2012.
