Oregon Army National Guard Maj. Both the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM) and the Oregon National Guard delegation prepared two different disaster scenarios, demonstrating how they would respond to an incident and then opening it up to questions and comments so that both organizations had a better understanding of how each other would function. The Oregon National Guard and VINASARCOM were paired in 2012 as part of the National Guard’s State Partnership Program (SPP). The SPP directly supports both U.S. national interests and security cooperation goals through engagement with partner nations.
