Oregon Army National Guard Maj. Adam Lulay, Executive Officer, 821 Troop Command Battalion (left), receives a question from a Senior Capt. with the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM) following his presentation on medical evacuations and search and rescue missions using the Oregon Army National Guard’s three different rotatory aircraft: UH-72 Lakotas, HH-60M Black Hawks, and CH-47 Chinooks Rescue Operations, during the annual Disaster Management Engagement Activity (DMEA) in Hai Phong, Vietnam, May 16, 2023. DMEA is a weeklong training event which provides a platform for both countries to share their best practices in regards to disaster response. The Oregon National Guard and VINASARCOM are partners through the National Guard’s State Partnership Program (SPP).
