Aaron Bielemeier, Fire Training Coordinator, Oregon Department of Public Safety, Standards and Training, briefs members of the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM), Hai Phong City People’s Committee, and the Oregon National Guard’s U.S. delegation on responding to a hazardous materials incident during the annual Disaster Management Engagement Activity (DMEA) in Hai Phong, Vietnam, May 16, 2023. DMEA is a weeklong training event which provides a platform for both countries to share their best practices in regard to disaster response. Bielemeier was one of several civilian members of the Oregon National Guard’s U.S. delegation. Having subject matter experts, both military and civilian, demonstrates the necessary interoperability that must occur during both natural and man-made disasters. The Oregon National Guard and VINASARCOM were initially partnered through the National Guard’s State Partnership Program (SPP) in 2012.
