Army Gen. Daniel R. Hokanson, chief, National Guard Bureau, presents Senior Col. Phan Hai Chau, a deputy commander with the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM) with a plaque in appreciation and partnership during the closing ceremony of the Disaster Management Engagement Activity (DMEA) event, May 19, 2023, in Hai Phong, Vietnam. Gen. Hokanson spoke during the closing ceremony and in his remarks explained there are “many things to challenge us, they come in the form of climate change, energy crisis, global pandemics, malevolent actors, these challenges aren’t confined to a single country, a single region or a single hemisphere, both directly and indirectly they impact all of us, they are our collective problem and addressing and overcoming them is our collective responsibility.” DMEA is a weeklong training event which provides a platform for both countries to share their best practices in regard to disaster response. The Oregon National Guard and VINASARCOM are partners through the National Guard’s State Partnership Program (SPP).
