Senior Col. Phan Hai Chau, a deputy commander with the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM) answers questions from the Oregon National Guard’s U.S. delegation following a Vietnamese briefing on storm response protocols at the Disaster Management Engagement Activity (DMEA) in Hai Phong, Vietnam, May 15, 2023. More than 50 members from VINASARCOM, Hai Phong City People’s Committee, and the Oregon Guard’s U.S. delegation came together to open the weeklong training event which provides a platform for both countries to share their best practices in regards to disaster response. In his opening remarks, Chau acknowledged that though both entities were able to meet virtually in 2021, that he was “very happy to meet in person again, and to share their experiences of disaster response.” The Oregon National Guard and VINASARCOM were first partnered in 2012 through the National Guard’s State Partnership Program (SPP).
