The ramp of the USNS Bobo connects the maritime prepositioning ship to the Roll-on/Roll-off Discharge Facility, a floating platform powered by the Improved Navy Lighterage System. The testing and evaluation of the INLS is part of West African Training Cruise 2008, where for the first part the system will be used at sea, in open waters. The RRFD will be used to transfer Marine Corps vehicles and Marines between naval platforms and ashore in order to conduct humanitarian assistance missions in Monrovia, Liberia.
