Philippine sailors, local community members, and U.S. Marines prepare a building for renovation Sept. 24 at Taysan Elementary School, Legazpi, Republic of the Philippines. The community members volunteered their time to scrape paint off the walls of the building while the Philippine sailors and U.S. Marines prepared concrete molds, mixed concrete and secured rebar at the site. Humanitarian and civic assistance projects during PHIBLEX 14 offer unique opportunities to build interoperability with our partner nations, while at the same time building capacity and sustainability for the future. The sailors are with Naval Forces Southern Luzon and the Naval Construction Brigade.
