CHICAGO, (February 25, 2015) – Sailors from Manpower, Personnel, Training and Education (MPT&E) visit Navy Pier here, Feb. 25. The day trip to Chicago attractions was part of the 2014 Chief of Naval Personnel/MPT&E Sailor of the Year (SOY) week. The finalists were (seventh from left) Intelligence Specialist 1st Class Johnetta Heckard from Commander, Navy Personnel Command (NPC); Hospital Corpsman 1st Class Sharon N. Barker (fourth from left), from Recruit Training Command (RTC); and Navy Counselor 1st Class Ryan A. Blackmer, from Navy Recruiting District Michigan in Detroit.
