GREAT LAKES, Ill., (February 26, 2015) – Boatswain’s Mate 1st Class Brandon Foor, an instructor at Boatswain’s Mate “A” School, explain anchoring procedures to 2014 Chief of Naval Personnel (CNP)/Manpower, Personnel, Training and Education (MPT&E) Sailor of the Year (SOY) finalists and MPT&E Force Master Chiefs on board USS White Hat, or “Ship in the Bottle” here, Feb. 26. USS White Hat is where future BMs learn line handling, shipboard refueling and underway replenishment. Vice Adm. William F. Moran, CNP, named Intelligence Specialist 1st Class Johnetta Heckard, junior enlisted IS (Intelligence Specialist) detailer from Commander, Navy Personnel Command (NPC), the CNP/MPT&E SOY at a luncheon ceremony held in the Port O’ Call Banquet and Conference Center on Naval Station Great Lakes here, Feb. 27. Along with Heckard; Hospital Corpsman 1st Class Sharon N. Barker, from Recruit Training Command (RTC), Great Lakes, Ill., and the Naval Education and Training Command (NETC) SOY; and Navy Counselor 1st Class Ryan A.
