During a July 24 planning meeting, Lt. Col. William B. Smith, Jr. (left), COL Q-West Mayor, outlines a mission to catalog valve boxes and major taps (3-inches or greater) on the Q-West water pipeline to Reinaldo "Ray Ray" Guebara (middle), a civilian contractor of Philadelphia, Penn., and Capt. James "J.J." Hatcher, Jr., officer in charge of the Mayor Cell Water Team. At this point, water flow to the base was steadily dropping, and this cataloging mission was the first in a series of aggressive efforts by the new Mayor Cell to attack the issue. Smith of Hattiesburg, Miss., and Hatcher of Clarksville, Tenn., serve with 2nd Battalion, 198th Combined Arms, Mississippi Army National Guard out of Senatobia, Miss.
