Civilian contractor Mark Crow, civil general foreman, uses a cutting torch to open the welded lid of a concrete valve box on the water pipeline feeding Q-West during an Aug. 5 mission to pull valve gates. The Mayor Cell suspected that local Iraqis used these gates to shut off the flow, thus diverting water to their own unauthorized taps in the line.
