Capt. James Hatcher (left) of Clarksville, Tenn., officer in charge of the Q-West Mayor Cell Water Team, briefs Iraqi pump house employees on their duties and responsibilities. Hatcher brought in an Arabic document and employed an interpreter to ensure clarity. This was part of an effort to ensure that the pump house employees were following standard operating procedures. Hatcher belongs to the Mississippi Army National Guard's 2nd Battalion, 198th Combined Arms out of Senatobia, Miss.
