A masked interpreter watches as a scoop loader lifts a valve gate from a valve box on the pipeline feeding water to Q-West during an Aug. 5 mission. The Mississippi Army National Guard's Mayor Cell Water Team, 2nd Battalion, 198th Combined Arms out of Senatobia, Miss., and contractors conducted the mission to pull valve gates. The Mayor Cell suspected that local Iraqis used these gates to shut off the flow, thus diverting water to their own unauthorized taps in the line.
