USAID programs in the Philippines seek to improve agriculture production, build rural roads, provide electricity to rural areas, curb population growth through family planning, improve health and nutrition, encourage farmer cooperatives, and assist poor families in urban areas. Over 51% of the labor force is in agriculture. Most farms average only 5 acres. The lack of irrigation, drainage and flood control is often a problem.
