    Chicago Ward 3 Alderwoman Pat Dowell speaks during the re-dedication of the Victory Monument in honor of the Illinois National Guard's 8th Infantry Regiment. To the left is retired Army Col. Eugene F. Scott and to the right is Col. Nick Johnson, Commander of the Illinois Army National Guard's 65th Troop Brigade and former Commander of the 1st Battalion, 178th Infantry Regiment. The 1-178th Infantry carries the lineage of the Guard's storied all African-American 8th Infantry, which fought in the Spanish-American War, World War I and World War II.
