A representative from the Chicago Police speaks during the July 5 Victory Monument Re-Dedication on Chicago's Southside. The monument honors the World War I service of the Illinois National Guard's storied all African-American 8th Infantry Regiment. The 8th Infantry fought in the Spanish-American War, World War I and World War II. Its lineage is carried by the Illinois Army National Guard's 1st Battalion, 178th Infantry Regiment, which is based on Chicago's Southside and is slated to deploy to Afghanistan later this summer.
