Jay Wilson, a retired lieutenant colonel with the Wisconsin Army National Guard, was medically retired in May 2023 after 28 years of military service and multiple combat deployments. He works as an engineer with the Wisconsin Department of Military Affairs. The Wilson family will have physical custody of Frosty once several weeks of training are completed.
