160816-N-WA993-239 YOKOSUKA, Japan (Aug. 16, 2016) Interior Communications Electrician Seaman (SW) James Ryan, from Muskegon, Michigan, applies electrical tape to waterproof wires inside an Integrated Launch and Recovery Television Surveillance System (ILARTS) on the port catwalk of the Navy’s only forward-deployed aircraft carrier, USS Ronald Reagan (CVN 76). According to Ryan, the ILARTS is used to visually record flight deck operations and replenishments-at-sea. Ronald Reagan provides a combat-ready force, which protects and defends the collective maritime interests of the U.S. and its allies and partners in the Indo-Asia-Pacific region.
