Dr. Octavian R. Adam, a native of Romania, is sworn into the United States Navy Medical Corps by Lt. Cmdr. David De La Rosa, Medical Corps officer recruiter, at a commissioning ceremony held at Navy Recruiting District Texas March 5, 2010. Adam is the first foreign applicant to commission under the Military Accessions Vital to the National Interest (MAVNI) program. The purpose of the program is citizenship acceleration for individuals with certain medical or linguistic proficiencies who want to serve in the U.S. military.
