Dr. Octavian R. Adam, a native of Romania, is all smiles after he is sworn into the United States Navy Medical Corps at a commissioning ceremony held at Navy Recruiting District Texas, March 5, 2010. Adam is the first foriegn applicant to enlist under the Military Accessions Vital to the National Interest (MAVNI) program. The purpose of the program is citizenship acceleration for individuals with certain medical or linguistic proficiencies who want to serve in the U.S. military.
