Cmdr. Joseph Darlak, commanding officer of the Mine Warfare Training Center, retired Rear Adm. Roy F. Hoffman and retired Navy Lt. Cecil H. Martin prepare to cut the ribbon during the dedication of Martin Hall on board Naval Base Point Loma's Navy Mine and Antisubmarine Warfare Center. Martin Hall is a new Navy school building to be used for the training of U.S. Navy minemen. The structure was named in honor of retired Navy Cross awardee Lt. Cecil H.
