Retired Navy Lt. Cecil H. Martin (left), retired Rear Adm. Roy F. Hoffman, and Cdr. Joseph Darlak, Commanding Officer of Mine Warfare Training Center take a pause during the dedication of Martin Hall, on board Naval Base Point Loma's Navy Mine and Antisubmarine Warfare Center. The building is a new Navy school building to be used for the training of US Navy Minemen. The structure was named in honor of retired Navy Cross awardee Lt. Cecil H.
