160728-N-NF288-224 YOKOSUKA, Japan (July 28, 2016) Senior Chief Quartermaster Ray Ochoa, from San Francisco, Quartermaster 2nd Class Kasani Brown, from Monroe, La., and Quartermaster Seaman Recruit Reena Cruz, from Wharton, Texas, “dress the ship” on the flight deck of the Navy’s only forward-deployed aircraft carrier, USS Ronald Reagan (CVN 76), for the Carrier Task Force 70 change of command. Dressing the ship involves attaching flags to a rope on the forward end of the ship leading to the top of the mast down to the aft end of the ship.
