Lewis Duncan, provost, U.S. Naval War College (NWC), gives opening remarks during a Freedom of Navigation and the Law of the Sea Workshop held at NWC. The purpose of the workshop is to develop a better understanding of international law concerning freedom of the seas, especially freedom of navigation and overflight for warships and military aircraft. It also aims to cultivate a closer relationship and synergy between the Stockton Center for the Study of International Law, U.S. interagency stakeholders, and international scholars and government officials.
